What bird should i get that fits my criteria?

Do not get a cockateil. They scream too and can bite. A parakeet is your best option. No birds are born tame. It's your responsibility to tame them yourself. Parakeets meet all your qualitfications. But they need daily care. If they are going to be decoration and not cared for daily, don't get a bird! Get a goldfish
