Debate with Catholic friend regarding Apocrypha, please help me out here if you can?

You are right. Apocrypha is technically any book with was rejected by the counsel of Nicea, of which there are many. The ones the Catholics chose to re-add were those which the church was teaching which were rejected... So, it's kinda both. The counsel rejected them, the Catholics decided to put them in anyways.
